New P46 Requirements
A new requirement for employers to complete a form P46 when a new starters earnings reach or exceed the Lower Earnings Limit (LEL) was introduced from 6 April 2008. Previously a P46 did not need to be submitted until earnings exceeded the Earnings Threshold (ET)
Employers will not need to submit a form P46 for any employees whose earnings are already between the LEL and ET. They are instead expected to keep records of their earnings and submit a form P14 for the employee at the end of 2008/09.
